"Disappointing packaging"

I bought these as a treat for my husband. I didn't want to make use of the offer to buy another one so only purchased one. When he came to enjoy them however, he discovered that the packaging was filled with air and the sweets didn't even half fill the box. Out of interest, we counted them - 23 in total. They weighed 104g whilst the total weight of the box and contents was 115g. Whilst we weren't expecting the box to be filled to the brim, it was very disappointing to discover less than half a box was filled. If giving this for a stocking filler, you may find some disappointed faces.
