I've been using these cook-in fish bags for ages and I agree that they are quite thin and easy to tear but once you get used to using them and opening them carefully, they cook the fish to perfection. I've tried other fish bags but none are as good as these. Don't try to put too much into the bag - I usually cook for my husband and myself in separate bags so that there is room for the fish to steam properly. If adding stock is a problem, try smearing the fish with something like dill sauce - the steam then creates juices without the need for additional liquid.
